Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are conducted: optimistic declarations are released from multiple capitals. Immense energy is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a capability provided through up-to-date information. From witness perspectives, military aircraft that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv greeted the morning news: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to fill in the immediate future.
Failed Diplomacy
The detailed framework from US administration generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its benefit in the near future.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its advantage.
Existing Situation
Factually, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
